ArcSoft PhotoFantasy 2000 won't work on Windows 10 because it doesn't have compatibility with Windows 10. The only way to run the application in Windows 10 is with the help of Compatibility and virtualization.
Compatibility: right click the setup package/installer, go to Properties > Compatibility and choose a previous version from the drop down menu (preferably Windows XP, if that's still available).
Virtualization: if you have a powerful computer, install Virtualbox that will allow you to run previous versions of Windows, only then you can use the PhotoFantasy again.
Note: You need an original version of Windows XP's install disc in order to have the OS up and running.
